SAf - CNGO Members and Strategic Alliances

To ensure that SADC involves fully the peoples of the region and non-governmental organisations in the process of regional integration and development as stated in Article 23 of the SADC Treaty in a transparent and accountable manner, SAf - CNGO has a constituency that include full members and associate members from across the region.

Members

The SAf-CNGO full members are national umbrella bodies of NGOs in all the 16 member states of the SADC region. In addition to having full members at the national level, SAf-CNGO also has Associate members, which include regional thematic organisations and specialized networks such as Gender Protocol Alliance. These organisations bring sector specific value to the SAf-CNGO’s activities.


Moreover, the organization has formalised working relations with professional bodies such as the SADC Lawyers Association, Southern African Research and Documentation Centre and the SADC Parliamentary Forum. SAf-CNGO has also an informal working relationship with the Association of SADC Chambers of Commerce and Industry (ASCCI).


Since 2010, SAf-CNGO, Southern Africa Trade Unions Coordinating Council (SATUCC) and the Fellowship of Christian Councils in Southern Africa (FOCCISA) have entered into an alliance pact of mutual cooperation and support to promote civil society engagement with SADC and member states. The SAf-CNGO acts as the official secretariat of the Alliance. The Alliance Partners jointly convene the Southern Africa Civil Society Forum.

Achievements


In summary these are the major achievements of the SAf-CNGO :


The formal establishment of an Alliance Pact with Churches and Trade Unions in 2010, which jointly convenes the premier Southern Africa Civil Society Forum (CSF) that takes forward the resolutions and common actions at country and regional levels. The CSF has transformed to becomer a premier space for civil society in the SADC region providing and effective platform and space for common actions and has increased its relevance and visibility by attracting state and non state actors alke including Members of Parliaments, Political Parties, government offcials, SADC Secretariat, continental bodies as well as social movements.

The establishment of Cluster and think tanks where thematic networks and experts are brought together to enhance and complement common areas of work especially by building common positions on specific issues.

SAf - CNGO has become a platform of civil society voices through the various on-going programme-based multi-stakeholder regional and national dialogues under Governance, peace and security, poverty and development and regional economic integration.

Structured engagement with SADC Secretariat, with an MoU in place and a proposed Common Plan of Action. The organisation championed the establishment of the Regional Poverty Observatory. This is the only formal structure within SADC which is constituted with full and equal participation of Non State actors, Member States, Development partners and SADC Secretariat. SAf-CNGO serves as the convenor of the non-state actors within the RPO. In addition various programme level engagement spaces facilitating civil society access to SADC processes and events has been created for example the RISDP Review, Regional Agricultural Policy and SADC National Committees.



SAf-CNGO Protocol Tracker: For the purposes of holding SADC member states accountable for their commitments, SAf-CNGO launched a project called the Protocol Tracker in 2010. The idea behind the ‘Protocol Tracker’ is to keep track of, monitor and report on the signing, ratification and implementation of each of the Protocols developed by SADC with a view to holding individual member states and SADC as a collective body accountable for their commitments. The Protocol Tracker is not only a monitoring and social accountability project but also an advocacy initiative in support of good governance, accountability and accelerated action towards a people-centred regional integration process. Should SADC member states implement all the developed protocols, it is possible to achieve regional integration and development. The Protocol Tracker has been widely accepted by many stakeholders including the SADC Secretariat, SADC Parliamentary Forum and International Cooperating Partners as an important tool with the potential to encourage accelerated implementation of protocols. Using the Protocol Tracker for lobbying and advocacy can help to accelerate the pace of SADC protocol ratification and domestication.

Recognition as the legitimate voice of NGOs in Southern Africa: SAf-CNGO over the past period has managed to attract interest from major players in the region. It is recognised by governments, SADC Sectretariat and other states institutions as well as other non-state actors, continental civil society, the African Union, Pan African Parliament, the Private Sector the donor community and regional think tanks and specialised agencies.
